Naboo - Theed Cantina, Permanent NPC Crowd Request

There are cantina's out there with crowds built in, like Mos Eisley or the one on Lok, can the Theed Cantina have a permanent crowd built in? Bar Tender, classy dressed patrons. Not overwhelming, but some atmosphere would be nice.
