Allow Rare Housing deeds to be used on any house permited planet.

Just a small suggestion,

I was a bit disappointed that the Sandcrawler House Deed can only be placed on Tatooine, Dantooine, and Lok. I would think this would be permitted on any planet. I am completely invested on Corellia and can't place that deed there. Is it possible that the Dev team would consider changing the deed requirements to place rare deeds on any planet?
